Q:  In the event an employer decides to cancel health insurance benefits without laying off an employee, is that employee (and family) eligible for COBRA benefits?

 

A:  If an employer cancels the whole group plan for the company, then COBRA would not be an option.  If the benefits were just cancelled for one particular employee for whatever reason, then COBRA would be an option for the employee and their family.
