Q:After an employee signs up for COBRA and their spouse at that time cannot afford to, can the spouse signup at a later date?
A:If the spouse was on the group health plan before the employee was let go from their job and they opted not to be covered by Cobra, at open enrollment if the employer allows you can add the spouse. You cannot just add someone to the coverage, whenever it needs to be at open enrollment. However, if the spouse was not on the group health plan when the employee was working, she will not be eligible to be added to the plan now.
