Q: Was laid off and went right into cobra for 18 months, then to Cal Cobra. My former employer decided to change insurance carrier. I was told by my former employer I would be sent a new insurance package to renew my insurance for the New Year. Package never came to me so I called several times and was told it would be shortly. I finally called again on Jan 6th and the same person I talked said I was not going to be covered under the new package because she didn't realize that I was Cal Cobra so what do I do now. I do not understand this.
A: If you have used your Cobra benefits for its maximum duration of 18 months, you cannot continue on it any longer. Like you said in your question, you used Cobra for 18 months and are now on Cal Cobra through the State not your past employer. So your employer has nothing to do with your coverage through the State, therefore they do not have to extend any coverage to you.
