Q: Our mother, who is not eligible for Medicare, has been receiving health insurance benefits under one of her daughters as a dependent adult for the past four years. However, with her daughter now having changed jobs, and receiving only individual insurance, is our mother eligible to elect for independent COBRA coverage?

A: A dependent may become a qualified beneficiary if he or she is a covered dependent of the employee at the time of the qualifying event.  The previous employer or benefits manager will need to be contacted for specific details of their group health plan.
