Q: Can the employer raise  the monthly cost of  COBRA premiums significantly - even though we have a signed contract that states differently - without giving us any sort of notification whatsoever?

A:   Your previous employer has no control over the cost of the insurance.  If their health insurance company has a rate increase you will be responsible for paying the additional premiums for your continuation.
