Q: If an employer had more than 20 full-time employees for the previous 12 months and were offering COBRA, but just recently dropped to less than 20 do they still have to offer COBRA coverage?

A:  Yes they have to offer you COBRA continuation.   If the employer had more than 20 employees on more than 50 business days in the previous calendar year they are subject to COBRA laws.
