Can an emplyee get COBRA coverage for a benefit they didn't have before they resigned?

Q:  My wife was an employee of a school district in Texas and recently resigned. She had health insurance through blue cross but NOT dental insurance. The school sent info. on Cobra. Can she sign up for JUST the COBRA dental insurance? She does not need the Cobra health ins only dental. She DID NOT have dental insurance coverage through the school.
 
A:  COBRA is a continuation of the same policies, same benefits the employee had before the qualifying event.  The employee can not sign up for  COBRA coverage on a benefit they were not enrolled in before the qualifying event.
