COBRA Open Enrollment Question

Q: Our Open Enrollment at my employer was in April of every year. Our benefits are good through the end of the month we terminate our employment in. If I was termed in March, is the company required to send me open enrollment information for 2014? Does the company send COBRA elections based on my 2013 elections, 2014 elections or Open Enrollment materials to elect knowing the 2014 COBRA rates?
