ody Q: My layoff was submitted to the TAA pursuant to a previously filed petition. My employer said that they would pay for my first month of COBRA if I make the election to be covered by COBRA. It looks like that if I make the election for COBRA and then discontinue COBRA, I lose my chance to be offered a second chance at COBRA?

A: If you elect for COBRA, then cancel it, you are not eligible to elect COBRA again on that health plan. You can use COBRA again through a different health plan. This would mean that if you found another job and had health insurance through them, then were laid off again, you would qualify for COBRA then. But you cannot re-instate COBRA again on the same plan if you cancelled it.
