Cobra insurance premium

Q: If my former employer and that employer’ health insurance carrier failed to inform me of my eligibility for Cobra coverage for the first two month after my insurance and employment were both terminated, when I finally received a letter of eligibility from that insurance carrier (2 months later), can the carrier require me to pay premiums for the two month period when I had no insurance coverage (back charge me for those two months), during which time I had to pay full price for prescriptions and I failed to seek medical attention I needed because I had no insurance to pay for that medical attention?
