Does COBRA Cover Mental Health?

My girlfriend is currently in appeal for SSI and unable to work with no dependents, She was refused by Nebraska health and human services. her disability attorney tells her she needs to be on her medications to continue her appeal, but with no insurance or income she is unable to afford a visit to psychiatric doctor, much less the medications that she needs. Is there anything we can do?
