Can The COBRA Premium Rate Increase Due To Disability?

My COBRA coverage is about to expire, I currently pay $998.38 a month. I asked for an extension in December because of my son’s disability. I was told yes they can extend it, but I will be charged a 50% rate increase. Is this legal?
